Many property buyers in Goa complete their Sale Deed registration and then consider the transaction done. In reality, registration is only one part of the process. Mutation — the updating of government revenue records to reflect the new owner — is equally critical and is a step that is frequently overlooked, sometimes with serious consequences.
What is Mutation of Property?
Mutation (also called Dakhil Kharij) is the process of updating the government's land revenue records to reflect a change in ownership. In Goa, the relevant record is called Form I & XIV — this is the official revenue register maintained by the Mamlatdar's office (Taluka Revenue Office) for each village in Goa.
When you buy a property, the Sale Deed registered at the Sub-Registrar's office proves your legal ownership. But the government's internal revenue records (Form I & XIV) may still show the seller as the owner until you apply for mutation. These are two separate systems that must both be updated.
📋 Mutation does NOT create ownership — it records and recognises ownership that has already been transferred via the registered Sale Deed. But without mutation, your ownership is not reflected in official government records, which can cause problems for future transactions, construction permissions, and inheritance.
Why Mutation is Important
- Future sale of the property — buyers and their lawyers will check Form I & XIV, and if it still shows the previous owner, it raises serious red flags and can block or delay your sale
- Construction permissions — the TCP department and Panchayat check Form I & XIV before granting building licences; non-mutation can delay or block your project
- Payment of property tax — property tax notices are issued in the name shown in Form I & XIV; if not mutated, you may not receive tax notices in your name (and unpaid taxes accumulate)
- Inheritance planning — clear mutation simplifies the inheritance process for your heirs
- Government schemes and benefits — any government compensation or benefits related to the land (e.g., for road widening) will be paid to the person named in Form I & XIV
How to Apply for Mutation in Goa
Step 1: Prepare Your Documents
Collect the following documents for the mutation application:
- Original registered Sale Deed (and a certified copy)
- Copy of Form I & XIV showing the seller's name
- Latest property tax receipt (if applicable)
- Affidavit of possession (may be required)
- ID proof of buyer (Aadhaar, PAN, Passport for NRIs)
- Court fee stamp for the application
Step 2: Submit at the Mamlatdar's Office
File the mutation application at the Mamlatdar's office (Taluka Revenue Office) for the taluka in which the property is located. Each Goa taluka has its own Mamlatdar's office. Canacona, Quepem, Sanguem, Salcete, Bardez, Pernem etc. each have separate offices.
Step 3: Notice Period
After filing, the Mamlatdar issues a public notice allowing any interested parties to raise objections to the mutation (typically within 15–30 days). If no valid objection is received, the mutation proceeds.
Step 4: Mutation Entry Confirmed
The Mamlatdar issues a mutation order updating Form I & XIV in your name. Request a certified copy of the updated Form I & XIV for your records.
Timeline for Mutation in Goa
Typically 30–90 days from filing, assuming no objections. Complex cases involving disputed titles or multiple heirs can take significantly longer. Online tracking of mutation status is available through the Goa government's e-governance portals in some talukas.
Inherited Property — Mutation After Death of Owner
When a property owner passes away, heirs must apply for mutation of the inherited property. The documents required include the death certificate, legal heir certificate, succession certificate (if disputes exist among heirs), and the original title documents. All legal heirs should ideally join in the mutation application or issue a no-objection if one heir is applying alone.
Mutation for Properties Purchased Through Power of Attorney
If you purchased property through a POA agent, mutation must still be filed in the buyer's (Principal's) name — not the agent's name. Provide the registered Sale Deed and the registered POA as part of the mutation application.
